Consuming the Scheduled Dialout Public API

The Scheduled Dialout service allows external applications to register scheduled dial out entries within the system.
A dial out request is nothing but a work item (outgoing voice call) that is associated to a queue. The item remains in queue until agents become available within the item's delivery window.
