Your Service Provider will create as many groups as you require.

HINT: If you add a group on the Administration Portal, you will not be able to send to that group until your Service Provider has been notified of the addition. We will add the group to the Administration Portal for you.

When you click on the SWAT Groups tab, you'll see in a list of all the SWAT Users you've added in the right panel. Users with checks beside their names are active users in the currently highlighted group.
